Detailed logistics analysis for inbound remains transport and outbound memorial delivery: VW ID.4 capacity validation, cold-chain requirements, packaging protocols, and interstate shipping considerations.

Prepared April 8, 2026

Three Customer Types

This report covers transportation logistics for three distinct customer types, each with different shipping needs:

  1. Human cremains for a memorial stone -- Customer ships human cremains to facility; facility returns a finished memorial stone.
  2. Pet cremains for a memorial stone -- Customer ships pet cremains to facility; facility returns a finished memorial stone.
  3. Frozen pet for composting -- Customer ships a frozen deceased pet to facility via FedEx Overnight; facility returns a Standardized Return (1.5 Cubic Feet) of finished memorial soil in a Western Red Cedar planter box.

Cremains customers (human or pet) follow the same USPS regulations and shipping process. Frozen pet customers follow a separate process involving overnight carriers.

1. CREMAINS INBOUND (Customer Ships Human or Pet Cremains TO Facility)

This section applies to both human and pet cremains. The customer is shipping cremains to Legacy Soil & Stone for incorporation into a memorial stone.

Regulatory Framework

USPS Publication 52 governs the mailing of cremated remains. As of March 1, 2025, updated rules apply:

Source: Federal Register, Feb 19, 2025; USPS Employee News, March 1, 2025

Human Cremains vs. Pet Cremains

The USPS rules are identical. There is no distinction between human and pet cremains in the shipping regulations:

This means Legacy Soil & Stone can use the same shipping kit and the same process for both customer types.

BOX-CRE Shipping Kits

USPS offers two free cremated remains kits through the online Postal Store:

Kit Contents Cost
Kit 1 (P_BOX_CREKIT1) 1 Priority Mail Express Box + 1 roll PME tape FREE
Kit 2 (P_BOX_CREKIT2) 1 Priority Mail Express Box + 1 roll PME tape + bubble cushioning + self-sealing plastic bag + Publication 139 instructions FREE

Box Dimensions:

The boxes are printed with "Cremated Remains" in bright color for visibility, and are reinforced/sturdy construction.

Can the Business Send a Shipping Kit to the Customer?

Yes. The practical approach is to send the customer everything they need. Here is what Legacy Soil & Stone would send:

  1. USPS BOX-CRE Kit 2 (ordered free from USPS Postal Store in bulk)
  2. A prepaid Priority Mail Express shipping label (generated via USPS Click-N-Ship or Pirate Ship)
  3. Simple instruction card (1-page, branded) explaining:

- Place cremains in the sealed plastic bag provided - Wrap with bubble cushioning - Place in the BOX-CRE box - Seal with PME tape - Affix the prepaid label - Drop at any Post Office or schedule a pickup

  1. A branded outer mailer to ship the kit to the customer (standard Priority Mail or Ground Advantage)

Shipping the kit to the customer: ~$8-12 via USPS Ground Advantage or Priority Mail (the box folds flat, so it ships cheaply outbound).

Cost Estimates: Priority Mail Express (Retail Rates, 2026)

Cremains weight varies. Pet cremains for a typical cat or small-to-medium dog weigh 1-5 lbs. Human cremains (a partial amount sent for a memorial stone) will typically weigh 1-3 lbs. The BOX-CRE box itself adds minimal weight.

Weight Zone 1-2 (Local) Zone 3-4 (Regional) Zone 5-6 (Mid-Range) Zone 7-8 (Cross-Country)
1 lb ~$30-33 ~$33-38 ~$38-45 ~$45-55
2 lbs ~$33-36 ~$36-42 ~$42-50 ~$50-62
3 lbs ~$36-40 ~$40-47 ~$47-55 ~$55-68
5 lbs ~$40-45 ~$45-55 ~$55-65 ~$65-80

Carrier Options

Carrier Accepts Frozen Animal Remains? Service Level Notes
FedEx Yes Priority Overnight, Standard Overnight, 2Day Treated as perishable shipment. Dry ice requires hazmat marking.
UPS Yes Next Day Air, 2nd Day Air Treated as perishable. Dry ice requires UPS Blue label + hazmat contract.
USPS Technically possible but NOT recommended Priority Mail Express USPS does not handle perishables well; no temperature guarantee
Specialty carriers Some pet aftercare transport services exist Varies Typically regional; more expensive; may be worth exploring locally

Most practical option for most customers: FedEx Priority Overnight or FedEx Standard Overnight

FedEx tends to be the most accessible for consumers because:

Packaging Requirements

Essential packaging layers (inside to outside):

  1. Inner containment: Pet placed in a heavy-duty leak-proof plastic bag (zipper-lock freezer bag or sealed poly bag). Remove as much air as possible. Tape shut.
  2. Second barrier: Place first bag inside a second leak-proof bag with absorbent material (disposable diapers, absorbent pads) between layers. Tape shut.
  3. Cold source: Gel ice packs OR dry ice placed around the bagged animal. For overnight shipping without dry ice, frozen gel packs are sufficient IF the pet is deeply frozen beforehand.
  4. Insulated container: Styrofoam cooler (EPS foam box) -- the kind used for Omaha Steaks, meal kits, etc. Available at hardware stores, restaurant supply stores, or online.
  5. Outer box: Corrugated cardboard shipping box that fits snugly around the Styrofoam cooler. Seal with packing tape.

Critical rules:

Dry Ice vs. Gel Packs

Factor Dry Ice Frozen Gel Packs
Temperature -109.3 F (-78.5 C) ~0 F (-18 C)
Duration (keeps frozen) 18-24 hours per 5 lbs 24-36 hours in insulated box
Regulatory burden Class 9 hazmat labeling required None -- not regulated
Availability Grocery stores, Airgas, ice companies Amazon, Walmart, hardware stores
Cost $1-3/lb ($5-15 per shipment) $2-5 per reusable pack; $10-20 total
Best for Long-distance, 2-day shipping Overnight shipping, simpler compliance

Note: For overnight FedEx shipping, frozen gel packs are the simpler choice. They avoid hazmat labeling requirements and are adequate for 24-hour transit if the pet is deep-frozen for at least 24 hours before packing. Dry ice may be necessary for 2-day shipments or very large animals.

THE BIG QUESTION: USDA APHIS Regulations on Interstate Soil Movement

This section addresses the critical regulatory question: Can Legacy Soil & Stone legally ship finished compost soil across state lines?

What APHIS Says About "Soil"

APHIS defines soil as: "a mixture of inorganic and organic materials when the organic materials are unidentifiable plant and/or animal parts, and is the loose surface material of the earth which comprises the major medium for plant growth."

APHIS explicitly includes in its definition of soil: topsoil, forest litter, wood or plant compost, humus, and earthworm castings.

This means finished compost IS classified as "soil" under APHIS definitions -- it is not automatically exempt simply because it has been composted.

Source: APHIS Soil Circular Q-330.300-1; APHIS Domestic Soil

Interstate Movement of Domestic Soil

General Rule: Within the continental United States, interstate movement of domestic soil is restricted primarily when moving soil out of federal quarantine zones for specific plant pests.

This is NOT a blanket prohibition on all interstate soil movement. The restriction applies specifically to soil originating in areas under active quarantine.

CRITICAL FINDING: Georgia's Quarantine Status

Georgia is ENTIRELY within the Federal Imported Fire Ant (IFA) Quarantine Zone.

Under 7 CFR Part 301, Subpart P, the entire state of Georgia is quarantined for imported fire ants. This means:

- Certification by state/federal inspectors that the soil is fire-ant free, OR - Approved treatment of the soil before shipment

Source: APHIS IFA Quarantine Map; 7 CFR 301 Subpart P

Potential Exemption for Processed Compost

Under the IFA quarantine regulations, compost, decomposed manure, humus, and peat are EXEMPT from certification and permit requirements IF the material is:

If Legacy Soil & Stone's finished compost meets any of these criteria (and well-cured compost that has been screened/sifted likely qualifies as "ground" or "pulverized"), it may be exempt from IFA quarantine certification requirements.

Source: NC Agriculture - IFA Regulated Articles; Fire Ant Quarantines and Regulations

What About Shipping to Other Quarantined States?

Many of Legacy Soil & Stone's likely customer base states are ALSO in the IFA quarantine zone (Alabama, Florida, South Carolina, Tennessee (partial), North Carolina (partial), Mississippi, Louisiana, Texas (partial)). Movement of soil between two quarantined areas is generally NOT restricted under the IFA quarantine -- the restrictions apply only to movement OUT of the quarantine zone into non-quarantined areas.

This means shipping soil to customers in the Southeast (the most likely customer base) is likely unrestricted for fire ant purposes.

Soil Amendments vs. Raw Soil

APHIS also has a framework for "soil amendments" and "plant growth enhancers" (which includes fertilizers, compost, sludge, and other materials used to enhance plant growth). These are regulated under a separate framework focused primarily on imported materials, not domestic interstate movement.

Key distinction: The soil amendment/plant growth enhancer regulations under APHIS are primarily aimed at imports from foreign countries, not interstate movement within the continental U.S.

Source: APHIS - Importation of Soil Amendments

What Does Recompose (Human Composting) Do?

Recompose, the leading human composting company, ships soil to customers across the U.S. Their FAQ states: "We ship soil to most locations in the U.S." They package soil in durable paper bags (~12 gallons each, ~20 lbs each) and ship via standard carriers. They do not appear to require any special APHIS permits for domestic interstate shipment.

This suggests that finished compost can be shipped interstate within the continental U.S. without a PPQ 526 permit, though Recompose operates under Washington state regulations, not Georgia's. The precedent is worth noting but not directly transferable without verifying Georgia-specific requirements.

Source: Recompose FAQ - Can the Soil Be Shipped?

PPQ 525 and PPQ 526 Permits -- Do You Need Them?

Bottom line: If the finished compost qualifies for the dehydrated/ground/pulverized/compressed exemption under the IFA quarantine, no PPQ 526 permit should be required.

Practical Path Forward for Legacy Soil & Stone

  1. Verify the IFA exemption applies. Contact the Georgia Department of Agriculture and/or the APHIS State Plant Health Director for Georgia. Ask specifically: "Does finished, screened pet composting soil that has been cured for 90+ days at thermophilic temperatures qualify as 'ground or pulverized compost' exempt from IFA quarantine certification under 7 CFR 301.81?"
  1. Document your composting process. Maintain records showing:

- Time-temperature logs proving thermophilic composting (131+ F for 3+ days minimum) - Screening/sifting process (demonstrates the material is "ground" or "pulverized") - Pathogen testing results (fecal coliform, Salmonella) per EPA 40 CFR 503 standards - This documentation protects you even if questioned

  1. Consider pathogen-free certification. Having finished compost tested by a certified lab for pathogens (and documenting that it meets EPA Class A biosolids standards or equivalent) provides additional regulatory defense.
  1. Ship to quarantined states freely. For customers in GA, AL, FL, SC, MS, LA, and quarantined portions of NC, TN, TX, AR -- no IFA restrictions apply for soil movement between quarantined areas.
  1. For non-quarantined states: Ensure your compost meets the exemption criteria (screened/ground/pulverized), keep documentation, and ship normally. If any question arises, you have the thermophilic processing records and lab testing to demonstrate the product is safe.
  1. Alternative workaround -- Ship soil as a "product" not "soil." Some companies market finished compost as a "soil amendment," "growing medium," or "plant nutrition product" rather than "soil." While labeling alone doesn't change the regulatory classification, a product that has been commercially processed, screened, bagged, and sold as a consumer product is treated differently in practice than bulk raw soil.

5. SUMMARY COST MATRIX

What Does Each Order Cost to Ship?

Customer Type Inbound Shipping (to LSS) Outbound Shipping (from LSS) Total Shipping Cost per Order
Human cremains for memorial stone $35-65 (PME, varies by zone) + ~$10 (kit outbound) $15-30 (stone, USPS/UPS Ground) $60-105 total shipping
Pet cremains for memorial stone $35-65 (PME, varies by zone) + ~$10 (kit outbound) $15-30 (stone, USPS/UPS Ground) $60-105 total shipping
Frozen pet for composting $80-250 (FedEx Overnight, varies by pet size) $25-95 (soil in planter) + $15-30 (stone) $120-375 total shipping

Pricing Implications

These shipping costs need to be factored into service pricing. Options:

  1. Build shipping into the service price -- simplest for the customer, but cross-country orders eat into margin
  2. Charge actual shipping at checkout -- transparent but can cause sticker shock
  3. Flat-rate shipping tiers -- e.g., "Local (GA/neighboring states): $X" / "Regional (Southeast): $Y" / "National: $Z"
  4. Free local pickup -- encouraged for North Georgia customers to avoid shipping entirely

6. CRITICAL REGULATORY FINDING: Georgia Fire Ant Quarantine

Summary of the Issue

Georgia falls entirely within the Federal Imported Fire Ant Quarantine Zone. This affects whether Legacy Soil & Stone can ship finished compost interstate and needs to be resolved before offering soil shipments.

Risk Assessment

Scenario Risk Level Action Required
Shipping soil to other IFA-quarantined states (AL, FL, SC, MS, LA, most of NC/TN) LOW No IFA restrictions on movement between quarantined areas
Shipping soil to non-quarantined states with "ground/pulverized" exemption LOW-MEDIUM Document that finished compost is screened/sifted; maintain composting process records
Shipping soil to non-quarantined states without verifying exemption MEDIUM-HIGH Could face enforcement action if inspected; get written confirmation from GA Dept of Agriculture

Recommended Next Step

Before launching the soil-shipping component of the business, contact:

  1. Georgia Department of Agriculture, Plant Protection Division

- Phone: (404) 656-3641 - Ask: "Does finished, screened compost produced from pet remains qualify for the IFA quarantine exemption for ground/pulverized compost under 7 CFR 301.81?"

  1. USDA APHIS, Georgia State Plant Health Director

- Find contact: https://www.aphis.usda.gov/plant-pests-diseases/georgia - Ask the same question plus: "Do I need a compliance agreement or PPQ 526 permit to ship finished compost interstate from Georgia?"

Get the answer in writing. This confirmation is necessary before offering interstate soil shipments.
